Judge Rice Pens Editorial in Inquirer

Judge Timothy R. Rice recently wrote an editorial for the Philadelphia Inquirer arguing for reform of Federal Rule of Evidence 609, which gives judges wide discretion to allow witnesses in civil or criminal cases to have their credibility attacked based solely on a felony committed within the last 10 years.
